Button fixes in System Outbound Review queue Copied

Previously, the Block Send and Send Now buttons appeared inactive when trying to complete these actions from the Event Summary pop-up window. The Block and Apply buttons also appeared inactive in the confirmation window. This is now fixed, and all buttons are displaying and working as expected in the System Outbound Review queue.
